I'm not sure but it wasn't really going anywhere. Cole said himself: "I won't be good. I can't be evil, what do you want from me."
I think it brought a nice change into the show and Phoebe finally has a chance to go on with her life and doesn't have to worry about Cole trying to get her back anymore.
